Oleoresin Capsicum is the main ingredient in Pepper Pens. OC is an inflammatory agent; when a person is sprayed with OC two things happen instantly. First, the person's eyes clamp shut, hard. Not only that, but if they do manage to open them they still can't see well because the OC dilates the capillaries of the eye and causes temporary blindness.
