That is the question being posed by residents in Muskegon, Michigan. It seems there was a fight that involved nearly 20 students and when police finally responded they used pepper spray to gain control of the situation. That prompted residents and faculty to ask the question why couldn’t they do the same thing and save a bunch of time?
