“It is a difficult area to deal with, but there are a number of reasons why people don’t report, or change their mind, which we have to have an understanding of – and we do have an understanding of.
“We are trained to recognize those signs. It can be coercion, it can be ongoing threats of violence. There are a number of reasons why victims change their mind after reporting and although it does frustrate the process, we understand the reasons behind it.”
