White House Weighs In On Campus Sexual Assaults

This is a story from Reuters news service about campus Sexual Assaults and how the White House is pressing U.S. Colleges and Universities to do more to curb these assaults.

Part of the national effort is to establish new website NotAlone.gov to help victims find resources and report crimes. This comes after a three-month study on how to curb sexual assaults on college campuses.

“Colleges and universities need to face the facts about sexual assault. No more turning a blind eye or pretending it doesn’t exist,” Vice President Joe Biden said in a statement released on Monday evening.

The White House said one in five women is sexually assaulted while attending college, most often in her first or second year of study. Usually the perpetrator is known to her and more often than not the assault goes unreported.

The new recommendations include encouraging schools to conduct a “climate survey” to identify the scope of the problem on their respective campuses, creating confidential places for victims to seek support, and initiating training programs for school officials who work with victims.

The website will provide resources for students including hotline numbers for mental health services and data on how to file complaints of abuse.

In a recent cover story in Time.com on The Sexual Assault Crisis on American Campuses they labeled America’s campuses as hazardous places.

The truth is, for young women, particularly those who are 18 or 19 years old, just beginning their college experience, America’s campuses are hazardous places. Recent research shows that 1 in 5 women is the victim of an attempted or completed sexual assault during college.

That shocking number has students, parents and politicians questioning the way schools protect students and adjudicate the cases of sexual assault.

This is an article out of a magazine that caters to teenagers about sexual assaults on college campuses. You can read the whole story HERE.

We have been writing this topic for close to 10 years now, but it’s finally starting to get some traction in support all the way up to the White House was Pres. Obama calling on schools across the country to address the problem. He created a task force known as the White House Council on women and girls.

At the same time that was happening there was a series of reports that begin to surface about sexual assaults that were handled poorly by the administrations of some of the nation’s most prestigious schools. The reports painted a grim picture of the problem on the national level. Of course, this isn’t news to many students. In fact, some have been working diligently within their schools for years in an effort to raise awareness about sexual assault and the struggles between victims and administrators.

“It’s positive and powerful that there’s now federal language specifically addressing sexual violence, because the prevalence and nature of these crimes requires specialized attention and was not adequately addressed by existing violent crime law.”

New Law To Curtail Campus Sexul Assaults

The bill requires institutions to permit anonymous reporting of assaults, promote bystander intervention, establish resource teams to review policies and create links with local crisis centers.

There’s a lot of frustration on college campuses about what appears to be the lack of support from state legislators on this issue. “There is a lot more that needs to be done, but it needs to be done by faculty, students and staff together. Until we change that culture, until we have those young men understand that sexual assault and date rape is unacceptable, we’ll have young women going through that suffering.”

“The new legislation was initiated in response to a lawsuit filed on behalf of a number of female students (both current and former) who allege that they were raped and/or sexually assaulted, and that they felt that the university violated their rights.”

Legislators agree that it is seriously in charge problem in that something has to be done. There are way too many sexual assaults. This bill creates an impact on a person who commits that sexual assault.

Sexual Assaults On Campus-Most Involve Drugs Or Alcohol

Here’s a story about campus Sexual Assaults where US representative Pat Meehan R-Delaware, convened regional experts on campus safety last month to discuss the issue and come up with policy recommendations on how to narrow the gap between the number of actually assaulted women and the number who choose to report it.

Nearly 20 percent of women attending college are sexually assaulted or victims of an attempted assault, yet only between 5 and 12 percent of them report the attacks.

“That gap is staggering,” he said. “That amount of victims is eye-opening. We have a responsibility to work collaboratively to assure that we not only prevent future sexual assault in an environment like a college setting, but we are able to respond more effectively to those victims.”
Many women are under the influence when the attacks occur, he said, resulting in “incapacitated assault.”

“Incapacitated assault means that there has been alcohol, drugs, some other kind of agent that may have influenced the ability of parties to be appropriately responsive,” Meehan said Monday.

It has been estimated that as much as 70% of all sexual assaults on college campuses involved drugs or alcohol or both.

Berkeley Campus Sexual Assaults

Here is a story out of Business Week Magazine about how College Sexual Assaults are (mis) handled.

According to the story four women reported that the same student assaulted them. A school administrator asked that they put their story in writing and submit the stories to the administrator. For one reason or another, the written accounts never got filed. One of the students claim that the verbal accounting of the story should have been enough but the students (complainants) were convinced the school did nothing.

The perpetrator was allowed to go on a summer travel program and remained a member of the political club.

One of the students didn’t hear anything from the school for months but finally, eight months after she reported her assault, she received two three-sentence e-mails from Berkeley saying her case was resolved and the student was found “in violation of the code of conduct.” He graduated in December 2012.

Fast-forward to February 2014. The student wasn’t satisfied so she and 30 other current and former students filed two complaints with the U.S. Department of Education charging that the school violated their Title IX rights by mishandling their cases and, in some instances, discouraging them from filing reports. The 70-page, 35,000-word document alleges negligence, botched investigations, and general incompetence, and includes incidents that date to the 1970s.

The state of New York published a comprehensive PDF on Intimate Partner Violence which stated that:

• “Nearly 80% of females reported at least one incident of physical or sexual aggression by the end of college.

• 42% of stalking incidences reported by college women were perpetrated by a current or former intimate partner.

• In the US, approximately 1 in 3 young women (estimates up to 35%) are victims of interpersonal violence.

• College students face unique obstacles when it comes to IPV, sexual assault, and stalking.

• Living on campus or away from home can make students feel trapped in their community and social peer group.

• College students might be more fearful of reporting if they were using drugs or alcohol.

• Avoiding harassment and stalking can be more difficult when a victim lives in the same residence hall or attend the same classes as their abuser.

• Campus policies and procedures about dating abuse can be unclear.

• Campus security and resident life staff may be unprepared to deal with dating abuse.”

Senator To Address Campus Sexual Assault Issue

Sen. Claire McCaskill, Democrat from Missouri, led the way to change the way the military handles sexual assaults, is now turning attention to Campus Sexual Assaults. In a town hall meeting recently, she announced that sexual assaults are even more underreported in colleges than they are in the military.

“I’m looking at what college campuses are doing in terms of keeping statistics, doing an inventory of services offered, finding out how many young people know if there’s a safe space on their campus where they can report,” McCaskill said during a news conference after the event.

“Those are the kinds of things we’re doing now, and we’re looking at it across Missouri and then I’m going to ask my colleagues to try to do the same kind of thing in their states.”

She readily admits that she doesn’t know if there is anything that can be done at the federal level.

Among the many problems associated with campus sexual assaults are the facts: that as stated it is vastly underreported with fewer than one in 10 actually getting reported; that alcohol is involved in approximately 70% of all cases leading many women to not being able to remember what actually happened; the assailant is known to the victim in close to 90% of the cases because they are classmates frequently.

Campus Sexual Assault Reporting

This is a story about Campus Sexual Assaults and why so few of them are reported. It also suggests, for the first time that we’ve seen in writing, something that we have been talking about for years-that the University get out of the investigation and prosecution of these serious crimes and leave it to a professional law enforcement agency.

However, experts say many victims do not report sexual assaults.

Although 40 percent of the population report sexual assaults, only about 12 percent of college students report a sexual assault, said Scott Berkowitz, the president of Rape, Abuse, and Incest National Network.

Berkowitz said sometimes it is hard for students to report a sexual assault because of how the university handles the situation.

“It’s a hard decision,” he said. “There is no incentive to [report] unless it’s going to be taken seriously, and there is some sense of justice.”
About 90 percent of students who are sexually assaulted know their perpetrators. In the general population, 66 percent of victims are assaulted by an acquaintance, Berkowitz said.

He said this can contribute to hesitation about reporting an assault.

Berkowitz said he suggests students to report to law enforcement, rather than to university officials, because of how some universities handle cases.

“Most of the time, students are instructed to report to the university, but we encourage them to report to police enforcement because there is protection in place for the victim and the accused,” Berkowitz said. “Most university judicial systems judicate charges, like plagiarism. Rape is a violent crime, and we need to take rape as seriously as we do murder. The [university judicial system] just doesn’t fit the crime.”

Campus Safety Tips

• Don’t leave windows and doors in your home or vehicle unlocked.

• Don’t disclose personal information to individuals you are not familiar with. This includes social media outlets like Facebook and Twitter.

• Have a safety buddy, someone you can call for a ride or for help, and create a code word or phrase that means “Come help me out of this”

• Before going out tell a friend where you’re going and when you’ll be back. Let them know if your plans change.

• Never leave your drink unattended or with someone you don’t know. Date rape drugs are easy to use. And men are just as vulnerable as women.

• Don’t take drinks or anything else from strangers, even food.

• Don’t offer rides to people you don’t know.

Rate Of Sexual Assaults on Campus Must Decline

The gist of the editorial is that parents have enough to worry about sending their daughter off to college without having to worry about whether or not she will be raped. And of course the young woman is in the same boat. She has plenty to be concerned about as well. But she shouldn’t have to worry about being sexually assaulted.

“A recent White House report revealed that a staggering one in five female students reported being the victim of a sexual assault. Worse, only one in eight student victims report the crime.”

Among other things alcohol plays a huge role in these sexual assaults. With the party atmosphere at most colleges, alcohol and drugs flow freely and young men entice young women to be part of the group and have some fun by drinking.

There is a new push by the White House and Pres. Barack Obama for change in the college culture. He is calling on young people in college to acknowledge sexual assault is unacceptable. He is forming a task force to develop recommendations to prevent the crime and then how to respond to it once it’s reported.

The feeling at the White House is if you want to solve the problem you need to find out why sexual assaults occur and then determine why so few are reported.

“No parent should ever fear for a child’s safety when he or she departs for college” so says Arne Duncan, Education Secretary.

College Sexual Assaults Often Go Unreported; Change On The Way?

Although the Federal Clery Act requires U.S. colleges to document and disclose all sexual assaults that occur on their campuses annually, universities can only tabulate reported incidents; and sexual assaults often go unreported. To address the problem, a number of students and experts on sexual violence are pushing universities to conduct comprehensive student surveys.

While some schools have been accused of manipulating the statistics — as alleged in complaints against the University of North Carolina-Chapel Hill and the University of Southern California — the major obstacle for most universities lies in the nature of the crime itself.

Multiple studies have shown sexual violence to be an under-reported crime. It’s estimated that between one-quarter and one-fifth of college women experience sexual assault, but fewer than half of victims ever report it to authorities, according to the Rape, Abuse and Incest National Network.

According to one 2000 Bureau of Justice Statistics/Department of Justice study, fewer than 5 percent of completed and attempted rapes of women in college were reported to law enforcement officials, and that number drops still lower for other forms of sexual assault.
