Several weeks ago a question was raised about U.S. News & World Report college rankings and whether or not they should include campus sexual assaults.

The U.S. News & World Report rankings are a hugely influential factor in how millions of people make college decisions every year.

“Brian Kelly, the editor of U.S. News & World Report, just announced that U.S. News will not include campus sexual-assault data in it’s annual college ranking this year, despite pleas from 12 members of Congress, citing the “unreliable” and “inconsistent” nature of the data. Moreover, even if better data were available, U.S. News would not include sexual assault information because:

Campus safety is not among the factors that U.S. News believes is directly tied to academic quality.”

TIME: Campuses Called Hazardous Places

In a recent cover story in Time.com on The Sexual Assault Crisis on American Campuses they labeled America’s campuses as hazardous places.

The truth is, for young women, particularly those who are 18 or 19 years old, just beginning their college experience, America’s campuses are hazardous places. Recent research shows that 1 in 5 women is the victim of an attempted or completed sexual assault during college.

That shocking number has students, parents and politicians questioning the way schools protect students and adjudicate the cases of sexual assault.

Many people are wondering why so few of these sexual assaults are even reported. It has been estimated that as few as one out of every 10 of these crimes is ever reported.

Pickpocket Safety Tips

Here is a valuable safety tip from ABC’s Good Morning America on how to avoid Pickpockets.

“It can happen in a split second. A shopper leaves a purse open in a shopping cart and turns away for a moment, perhaps to browse the shelves or try a free sample, or maybe she’s distracted by her phone, but that’s all a pickpocket needs to reach into her purse and snag her wallet.

The distracted, rushed world we live in makes shoppers easy prey, said Bob Arno, an expert in pickpocketing who advises law enforcement on how to catch crooks red-handed.

“The thieves analyze you very well,” he said. “They are like a school of fish swimming and they’ll subtly watch for the weakest victim. … The one who is not paying attention.”

Another classic pickpocket move, Arno said, is to work in pairs, where one person distracts the victim, while the other swoops in and does the stealing.

In surveillance video a man is seen getting the clerk’s attention, and while the clerk’s back is turned, the man’s partner, standing in line behind a woman, waits for her to look away from her purse and swipes her wallet.

Arno offered a few tips to prevent people from becoming pickpocketing victims.

1. Don’t Be Distracted Just Because Someone Appears Trustworthy

Most pickpocketing instances are crimes of opportunity, Arno said.
“It’s more about [people] not paying attention. … Victims make it easy for the thief,” he said. “[Thieves] all say they love the person who is lackadaisical. They can practically smell them.”

2. If It’s Easy for You to Get Into, It’s Easy for Thieves Too

Instead of leaving your purse or backpack in the cart or hanging off a chair at a restaurant, Arno suggested carrying it under your arm or keeping it in front of you.

“If I’m feeling at all threatened I have it up front,” he said.

3. Keep Everything in Your Line of Sight

Never, ever leave your purse or bag in the shopping cart and walk away from it, Arno said. It will make you a prime target.”

This is an article out of a magazine that caters to teenagers about sexual assaults on college campuses. You can read the whole story HERE.

We have been writing this topic for close to 10 years now, but it’s finally starting to get some traction in support all the way up to the White House was Pres. Obama calling on schools across the country to address the problem. He created a task force known as the White House Council on women and girls.

At the same time that was happening there was a series of reports that begin to surface about sexual assaults that were handled poorly by the administrations of some of the nation’s most prestigious schools. The reports painted a grim picture of the problem on the national level. Of course, this isn’t news to many students. In fact, some have been working diligently within their schools for years in an effort to raise awareness about sexual assault and the struggles between victims and administrators.

“It’s positive and powerful that there’s now federal language specifically addressing sexual violence, because the prevalence and nature of these crimes requires specialized attention and was not adequately addressed by existing violent crime law.”

There have been many attempts over the years to legislate a solution. Many students have come to realize that they are the answer not the federal government.

Campus Sexual Assault Epidemic

Here’s a story out of the Los Angeles times where Rep. Jackie Speier (D-Hillsborough) called assaults on young women in colleges a Sexual Assault Epidemic.

“The prevalence of sexual assault on campuses is an epidemic,” Speier said in an interview. “It’s going to take money, resources, enforcement and a dramatic change in the culture” to fix.

Speier said research suggests that one in five women are sexually assaulted on campuses but that nearly two-thirds of universities shirk their legal duty to address the cases. Yet, she said national momentum is growing to take stronger action against the problem.

That as you know is only the tip of the iceberg. Fewer than 10% of all sexual assaults actually get reported according to one study. Part of the reason is that so many young women are drunk on alcohol or out of it from drugs that they actually came remember what happened.

Another part of the puzzle is said the assailants are known to victims in 90% of the cases because they are classmates or live together in the same dorm and see each other virtually every day.

Sexual Assault As Normal?

Here’s a story from the Huffington Post about perceptions that young women have about Sexual Assaults.

It raises one potential answer to why so many sexual assault crimes-nearly 250,000 a year ago-go unreported 60% of the time. The answer is many women do not see themselves as victims.

A sociologist at Marquette University analyzed interviews with 100 girls between the ages of three and 17 who may have experienced sexual assault. Overwhelmingly, their accounts indicated sexual violence has been normalized in their communities and they considered harassment an everyday part of life rather than a criminal act.

The same study identified several reasons why these assaults are not reported including; shame fear of retribution and mistrust of authority. “The most alarming conclusion, however, is that young women regard sexual violence against them as normal. Moreover, the girls interviewed believed that men ‘can’t help it’ and perceived ‘everyday harassment and abuse as normal male behavior.”

“One participant — only 13 years old — said harassment is standard in her school: ‘They grab you, touch your butt and try to, like, touch you in the front, and run away, but it’s OK, I mean… I never think it’s a big thing because they do it to everyone.'”

This study may account for many factors when it comes to sexual assault on women in high school and college and may even be a forerunner to domestic violence.

People in position of authorities like teachers and parents must teach young men and young women that sexual violence is not acceptable before media and community norms give the impression that it is.

Colleges Get Poor Grades On Campus Assaults

Here’s a story from the Huffington Post on the pitiful grades that most colleges got when judged on Campus Assaults.

This may be young college students first encounter with the bureaucracy. To combat the red tape and lack of transparency, student activists have called on their peers, allied faculty members, the federal government, and organizations like SAFER to speak out in support of survivors and demand stronger, survivor-oriented college sexual assault policies.

The findings of the Campus Accountability Project speak volumes about the deficiencies of existing campus sexual assault policies.

• On average, the nearly 300 policies assessed in the database received a D+ grade with 80 percent of the policies receiving a grade of C or lower. No policy received a higher grade than B+.
• Nearly one-third of the policies did not fully comply with the Jeanne Clery Act — compliance with which is required by federal law in order for colleges and universities to be eligible to participate in federal financial aid programs.
• Only 40 percent of the policies mentioned the employment of a full-time staff member dedicated to providing sexual assault prevention and education programming for students.
• Less than one in five policies provided amnesty clauses for underage survivors who were drinking or survivors who were using other drugs at the time of their assault.
• And, less than one-third of the policies assessed in the database stated that a survivor’s dress and past sexual history may not be discussed during disciplinary proceedings.

While these policy shortcomings are undoubtedly problematic, they also create opportunities for administrators to centralize student needs in the reform of their institution’s sexual assault policy. By holding open forums to obtain student input or by inviting anti-rape student activists to co-author new or reformed policies, administrators can better incorporate the needs of students into formal policy.

What does it look like for campuses to have comprehensive, survivor-oriented sexual assault policies? There are key steps to creating safer campuses:

• Provide free emergency contraception to sexual assault survivors via the institution’s health center;
• Increase primary prevention efforts and create more opportunities for students to engage meaningfully in primary prevention activities like bystander intervention training;
• Ensure policies are accessible. This means they should be easy to find on the school’s website, readable, and comprehensive;
• Inclusion of amnesty clauses for survivors who may have been in violation of another school policy at the time of their assault;
• And, total compliance with the Jeanne Clery Act and Title IX to ensure accurate reporting of incidents of sexual violence on campus and the rights of survivors.

These practices will help colleges and universities to develop policies that center on student needs and challenge rape culture on their campus.

This is an article that talks about Domestic Violence and the effects it has not only on the individual but on the cost to society as well.

According to the Centers for Disease Control (CDC), domestic violence costs society billions of dollars every year with employers losing $13 billion a year due to absences and lost productivity.

The CDC also estimates victims who receive medical treatment for physical assault face an average cost of $2,665.

“Direct medical expenses and mental health services in response to domestic violence cost nearly $4.1 billion each year. Of this total, less than half was covered by private insurers, and the victims paid about 29% of the costs.

Recently, the Affordable Care Act has mandated that screening and counseling for domestic and interpersonal violence be included as one of many free services for women, meaning that many more women will now have access to needed resources at zero cost.”

Still, despite these triumphs, domestic violence remains a significant problem with close to one out of every three women the victim of domestic violence.

Teen Dating Abuse Study Findings

This is a story about Teen Dating Abuse the subject of a meeting of the American Psychological Association. Among other things presented at the meeting was this statistic; more than a third of teen guys and girls say they’ve been physically, emotionally or sexually abused in their dating relationships, according to new, unpublished data from a nationwide survey.

They want to teach younger children and teens how to have healthier relationships. But as they seek to understand why so many young people hit, demean or force sex on their partners, much remains unclear.

Some studies suggest they are and that girls may even be more likely than boys to lash out physically. Girls were more likely to say they had physically abused their partners; boys were “much more likely” to say they had sexually abused someone, the association says. But it did not provide specific numbers on those differences.

The survey also found that 29% of girls and 24% of guys said they had been both victims and abusers, in the same or different relationships.

Both behaviors are often “about establishing dominance,” she says. The results suggest there is a “violence trajectory” and “if it’s not addressed, it will escalate.”

While programs at school and elsewhere in communities may help, families can play a central role.DUH! Teens, like adults, sometimes have trouble recognizing that they are in an abusive relationship, experts say.

Sexual Assaults On Campus-Most Involve Drugs Or Alcohol

Here’s a story about campus Sexual Assaults where US representative Pat Meehan R-Delaware, convened regional experts on campus safety last month to discuss the issue and come up with policy recommendations on how to narrow the gap between the number of actually assaulted women and the number who choose to report it.

Nearly 20 percent of women attending college are sexually assaulted or victims of an attempted assault, yet only between 5 and 12 percent of them report the attacks.

“That gap is staggering,” he said. “That amount of victims is eye-opening. We have a responsibility to work collaboratively to assure that we not only prevent future sexual assault in an environment like a college setting, but we are able to respond more effectively to those victims.”
Many women are under the influence when the attacks occur, he said, resulting in “incapacitated assault.”

“Incapacitated assault means that there has been alcohol, drugs, some other kind of agent that may have influenced the ability of parties to be appropriately responsive,” Meehan said Monday.

It has been estimated that as much as 70% of all sexual assaults on college campuses involved drugs or alcohol or both.

Female Assaults On College Campuses

Here is another story about Assaults On Women specifically in Missouri where U.S. Sen. Claire McCaskill has led a national push to scrutinize rape and sexual assaults of women on college campuses.

“There are young women that are victimized every day, every hour, at a college campus somewhere,” McCaskill told the News-Leader on Thursday. “Too often young women second-guess themselves. ‘I should not have been drinking. I should not have been in his room. I did not know him well enough.’

“They do that instead of taking a clear look and realizing that they have a been a victim of a felony,” McCaskill said. “You do not have to have perfect judgment to be a victim of a crime.”

McCaskill previously had focused her efforts on helping women sexually assaulted in the military.

One of the main differences between colleges and the military is that the military has a rigid chain of command, which in some ways makes addressing the problem simpler. Higher education has no such line of authority.

There are other differences as well but the main similarity is women on college campuses — like women in the military — live in small, closed communities where word travels fast. This makes some students reluctant to report.

Administrators too often do not support women who report they were sexually assaulted on campus. She mentioned high-profile examples at the University of Montana and Notre Dame University. The schools fear that such publicity hurts their image and their student recruitment, she said.

Colleges administrators have been openly hostile, she said, when female students allege rape and sexual assault.

Nearly one in five women in college are victims of attempted or actual sexual assault in their undergraduate careers, according to McCaskill’s office.

A report from the National Institute of Justice states that college women are at higher risk for sexual assault than their non-college peers.

This is a story about how Teen Dating Violence is a growing concern all over the country. As many as one in three young women have reported they have been in a relationship where they have been injured or hurt in some way. But because of their inexperience and lack of knowledge officials say the worst part is that many teens do not even know the abuse is happening.

There is actually a move afoot to start teaching young teenagers in middle school about relationships and what constitutes a healthy one versus an unhealthy one. Berkeley Campus Sexual Assaults

Here is a story out of Business Week Magazine about how College Sexual Assaults are (mis) handled.

According to the story four women reported that the same student assaulted them. A school administrator asked that they put their story in writing and submit the stories to the administrator. For one reason or another, the written accounts never got filed. One of the students claim that the verbal accounting of the story should have been enough but the students (complainants) were convinced the school did nothing.

The perpetrator was allowed to go on a summer travel program and remained a member of the political club.

One of the students didn’t hear anything from the school for months but finally, eight months after she reported her assault, she received two three-sentence e-mails from Berkeley saying her case was resolved and the student was found “in violation of the code of conduct.” He graduated in December 2012.

Fast-forward to February 2014. The student wasn’t satisfied so she and 30 other current and former students filed two complaints with the U.S. Department of Education charging that the school violated their Title IX rights by mishandling their cases and, in some instances, discouraging them from filing reports. The 70-page, 35,000-word document alleges negligence, botched investigations, and general incompetence, and includes incidents that date to the 1970s.
